To improve the effectiveness of these policies, it is essential to have an informed civil society making sure that social rights are respected and that the rule of law is fulfilled under a regime of democratic governance. Hence the importance of making this material available to the general public, which allows knowing both the theoretical concepts and what is currently being done in practice in terms of the implementation of citizen security and justice policies in the region.
In particular, the course provides applied knowledge and technical tools for the design, implementation, and evaluation of programs aimed at strengthening the different links that make up the criminal justice system: prevention of crime and violence; crime deterrence; law enforcement; crime judicialization and social rehabilitation of prisoners.
It is expected that this course will create awareness among public officials, authorities, academics, journalists, civil society and the public interested in citizen security and justice issues in Latin America and the Caribbean, on the intersectoral nature of policies that seek to improve the services of social prevention of violence, police, prosecutor’s offices, and prisons.
The course was jointly designed by the IDB and the consortium of universities of Chile, John Jay College of Criminal Justice in New York and FADISMA in Brasil.

Are we becoming more or less violent? These are all questions that we will ask throughout this course. A History of Violence will examine the different types of violence that humans have practiced over the centuries, put them into historical context, and try to understand why those different forms of violence are used at particular times, and not others; why some kinds of violence are accepted in some parts of the world but not others?

Terrorism and Counterterrorism: Comparing Theory and Practice (Coursera)

Terrorism has arguably been one of the defining factors of our age. It frequently makes headlines, threatening or attacking governments, private business and ordinary citizens. And in many parts of the world, it has been one of the most important threats to peace, security and stability. But what does this exactly mean? What is the nature of this threat? Who or what is threatened, how, by whom and why? What can be done about it or how can we at least limit the impact of terrorism and make sure that terrorists do not make headlines and manage to scare us? These are just a handful of questions that will be addressed in this course that consists of three parts.

Firearm Purchaser Licensing Teach-Out: The Background Check Policy Not Enough People Are Talking About (Coursera)

The best available evidence shows that comprehensive background checks by themselves are insufficient at reducing gun violence, but strong bodies of research demonstrate that states with comprehensive background checks coupled with firearm purchaser licensing, or permit-to-purchase laws, have significantly fewer firearm-involved homicides, fatal mass shootings, and suicides. Additionally, public opinion polling research consistently finds that 75% or more of U.S. adults support firearm purchaser licensing laws and 60% or more of gun owners support these policies.
