Les fondamentaux des finances locales (FUN)

Les trois Actes de la décentralisation qui se sont succédés depuis 1982 ont hissé les collectivités locales (communes, départements, régions et EPCI à fiscalité propre) au premier rang des acteurs des politiques publiques. Toutes investies dans le maintien, le développement et la diversification des services, ces collectivités ont toutes été touchées de plein fouet par les différentes réformes tant nationales qu’européennes des finances publiques.

Composées de différentes recettes issues des redevances, de la fiscalité ou des dotations de l’Etat dont le volume doit permettre de couvrir les dépenses inscrites dans les budgets publics, les finances locales couvrent une multitude de branches de droit et de discipline différentes.

Ainsi, dans le cadre des pactes financiers mise en place depuis 1996, des différentes lois de programmation des finances publiques et des lois de finances, les finances locales constituent aujourd’hui un véritable outil stratégique de décision et d’adaptation des acteurs publics locaux à leur nouvel environnement.
