La démocratie participative (FUN)

Ce MOOC vise à apporter un regard critique sur les concepts et les dispositifs de la démocratie participative, en soulignant leurs limites et les débats qu’ils suscitent à partir de cas d'études et de témoignages d’acteurs

Il propose au participant de replacer la démocratie participative au cœur de la transformation de l’action publique. Le choix a été fait de donner la parole à une diversité d’intervenants, permettant ainsi de mettre en lumière différents points de vue sur la nature de la démocratie participative, les objectifs et les limites des dispositifs, ainsi que les pistes d’action. Chaque séance présente des éléments de contexte et précise des notions clés, pour aborder par la suite les modes de fonctionnement des dispositifs et leurs implications pour les praticiens. Des interviews d’acteurs et des études de cas permettent d’illustrer les propos des intervenants.
La première séance s’intéresse aux origines de la démocratie participative et aux principaux débats qu’elle suscite au niveau international. La deuxième et la troisième séance s’intéressent aux transformations de l’action publique et au rôle joué par la participation citoyenne dans ces processus, notamment en ce qui concerne la fourniture des services publics. La séance quatre s’intéresse au cas particulier de la participation citoyenne dans l’action publique urbaine, alors que la séance cinq aborde la question de la démocratie technique et de la recherche participative. La séance six s’intéresse aux effets de l’évaluation citoyenne de l’action publique, revenant particulièrement sur des cas d’étude latino-américains. La séance sept propose de s’intéresser aux limites des démarches participatives en France et propose des pistes d’action pour les dépasser inspirées d’initiatives citoyennes.
