Le Cadre de viabilité de la dette pour les pays à faible revenu (CVD PFR) a été créé par le FMI et la Banque mondiale en vue d’aider les pays à faible revenu à atteindre leurs objectifs de développement, tout en limitant les risques de surendettement. Ce cours en un module vous permettra de comprendre le CVD PFR, et donc d’interpréter les résultats du CVD PFR présentés dans les rapports de la Banque mondiale et du FMI.

Le cours présente les différentes étapes du CVD PFR. Dans un premier temps, nous déterminerons quelles données sont nécessaires et passerons en revue les « outils de réalisme » utilisés pour évaluer la plausibilité des projections macroéconomiques. Vous découvrirez ensuite comment la capacité d’endettement d’un pays est calculée dans le CVD PFR afin de déterminer des seuils pour les indicateurs d’endettement. Lorsqu’un indicateur d’endettement dépasse son seuil dans le scénario de référence ou les scénarios de test de résilience, cela signale un risque de surendettement. À la fin du cours, nous déterminerons comment recourir au jugement pour aboutir à une notation finale du risque.
