Anticorrupción: Introducción a conceptos y perspectiva práctica (Coursera)

La corrupción es uno de los principales problemas en México. Los eventos de corrupción afectan de manera directa la calidad de vida de las personas, su desarrollo, el crecimiento económico y social del país, así como la confianza en el gobierno. El objetivo del curso es presentar los conceptos centrales del fenómeno social denominado corrupción, analizar su relación con la ética e integridad en el servicio público, así como con los derechos humanos.

También, que se conozcan las principales leyes y su alcance en materia anticorrupción, así como introducir a los participantes en el análisis de redes de corrupción y responsabilidades por actos de corrupción.
En este curso los participantes aprenderán a identificar los aspectos retóricos, normativos y prácticos de la corrupción.

Syllabus

WEEK 1
Introducción al fenómeno de la corrupción (conceptos centrales y generalidad del discurso de corrupción)
En este módulo se abordan los orígenes del concepto de corrupción, los esfuerzos por su definición actual y su utilización en la medición y desarrollo en casos actuales para dar una idea más clara del concepto tan amplio que resulta la corrupción.
Introducción a la ética pública e integridad de los servidores públicos y las instituciones del Estado
Es este módulo se abordan los conceptos de ética e integridad, los cuales son el lado opuesto de la corrupción. Así como el bien actuar del servidor público.

WEEK 2
Corrupción y derechos humanos
En este módulo se identifican a los actos de corrupción no solo como conductas deshonestas e indeseables sino como una violación a los derechos humanos.
Las principales leyes y su alcance en materia de anticorrupción
En este módulo se conoce que la corrupción es un fenómeno existente en todas partes y en todas las épocas, la larga historia en la lucha contra la corrupción en México y el reciente Sistema Nacional Anticorrupción.

WEEK 3
Introducción al análisis de redes de actos de corrupción
En este módulo se identifica que la corrupción se comporta como un sistema complejo. Estos sistemas están compuestos por un gran número de elementos, donde cada elemento tiene su propia estructura interna y cumple una función específica, y lo que ocurre en una parte del sistema afecta directa o indirectamente todo el sistema.
Esta perspectiva de estudio es complementaria al estudio tradicional o legal de los actos de corrupción.

WEEK 4
Responsabilidad por actos de corrupción e impunidad
En este módulo se conoce el sistema de responsabilidades de los servidores públicos. Este alude a normas que organizan la conducta de los servidores públicos, y lo que de ellos se espera en el desempeño de sus cargos y puesto.
El sistema de responsabilidades también se refiere a normas disciplinarias, por tanto, a procedimientos legales y sanciones, aunque su finalidad primordial no es la sanción, sino la protección de la función pública a partir de la actuación ética, íntegra, legal y responsable de los servidores públicos.
