Jonathan Leigh Pemberton

Jonathan spent 30 years with the UK Tax Administration (HMRC). During that time, he held senior positions responsible for the organization and structure of the department, debt collection, capital taxes, tax compliance, international tax, and tax policy. Subsequently he spent four years in Paris, working for the OECD and heading up the secretariat to the Forum on Tax Administration. Since 2015 Jonathan has worked with over 20 countries as a short-term expert for the IMF and the World Bank. Jonathan also holds a part-time post at the Global Tax Policy Center, Vienna University of Economics and Business and has published several articles on tax policy and administration.
